Isn't it true that in order to receive a mail-in ballot, you have to be an active voter in the last election? That's what I remember hearing, could that explain low responses?
That's one reason I always vote even when its a minor election, to stay active.
The only issue that disappointed me was the pot tax. Doesn't affect me, but it seemed like an excessive money grab.

Maybe folks are sitting out because they are tired of making decisions for others and having decisions made for them by others. Was there anything on the ballot about basic rights or wrongs?
Was there anything critical in these elections or were they just elections where folks were trying to impose their will or financial desires on others? If that was the case (wink), it may be a good election to sit out.

Yes, only active voters, or those who have voted in a recent election (and I don't know what cut-off they have for considering as "recent", if it's the immediate past election or within a certain number of years) receive a ballot. However, anyone who is eligible can request one if they didn't receive one, so they can get their vote in on an issue that is very important to them.
The turnout for ECFPD's district was actually quite impressive. Almost 5,000 votes out of around 7,000 voters in the district I believe.
