I know. But that is my point. A woodwind instrument is not monotonal. It does not play one tone, it's plays multiple tones, one tone at a time (monophonic).
The only instrument I can think of that is monotonal would be something like a whistle, or a flute that only plays one note. A drum could be considered monotonal.
That's why I think Bailey Bud was confusing terms to begin with.

Although I have been recently thinking of becoming a piper - those are most certainly not mono-anything. I've often wondered just how far that sweet sound would carry up here. Can you think of a better welcome for the Emily's Parade than a regiment of pipes? They might even give those hogs a run for their money volume wise.

It's the drone pipe that produces the constant "groaning tone." The chanter actually produces a melody line. The bagpipes are not a "monotonal" (to use your term) instrument.
