Denver Post had a story about the confrontation this morning. Seems they are claiming to be foreigners. I don't know if that means they have rejected their US citizenship or they actually are citizens of other nations.

Yes, they tend to believe they are not bound by the rules of the places they live. They generally do not pay for vehicle registrations and property taxes or carry photo ID. Somewhat more popular in the Pacific Northwest but still a tiny minority of Americans.
