Shooter actually intended to make a mass casualty event like Vegas and shoot up the crowd.
There might have been another sniper on a Watertower nearby.
The shooter had three encrypted overseas accounts.

But no social media accounts.

There are some problems with these theories.
He only bought 50 rounds. Usually they bring much more.
Why didn't the other sniper shoot?

Who paid the shooter? Iran? Russia? Yelensky? Trump would cut aid to Ukraine.
