Again, have you tried Bill Finger? It sounds as though you need civil relief called an Injunction. An attorney such as Bill might feel your circumstance amounts to a governmental "taking" of property without due process. There is a very limited time for giving notice of a claim in this state, strongly urge that you ask Bill (or somebody) to tell you what it is.

Please don't be offended, I wouldn't blame you for threatening them if they failed to enforce the rules and you got hurt! - I was just confused as to why in the world a public official wouldn't talk to you as a member of the public (that's their job, right?) on the basis it would "be a conflict of interest."
I'm one of those people who DOES complain about and to public officials, there's nothing wrong with that.

Please note also, that "threatening" a public official that you're going to continue to make calls of complaint, is part of our duty as citizens ... or that's how I see it, anyway. Telling somebody they're a rotten official in your opinion, and "assuring" or "reminding" them or whatever, that you're going to keep complaining, doesn't justify their telling you it's a conflict just to talk to you. Maybe I'm missing something.
In fact, that's what the claim notice is all about: a notice that you've been injured by the government and a threat that you will or might sue it if the matter is not resolved. My question wasn't intended to imply you did anything improper! -- just a curiosity as to why a public official would raise a "conflict of interest" issue with a complaining citizen -- about anything. If you feel (or have been told) that you're not getting the same information somebody else would, simply because you complained -- that's retaliatory and I hope you will get to the bottom of it.

I am old and this is too much for me to handle ..if i said anything to offend anyone i apologize. Apparently it seems i am not quit sure of what i say any more .I seem to be having some memory loss at times ,any more. Apparently i said something that was taken as threat ,,If i did i apologize for that. I catch myself rambling on about different things So everything i have posted should be regarded as the ramblings of an oldman.
