Thanks for the info. We unplug as many appliances as we can when not using them. I'm not sure what we can do about DVRs, since they record shows at all hours and can't be unpluggedat. because of that.
From your article, it looks like the Europeans have a solution that we're not using:

My brother was telling me about a device that you hook up near the main breaker box. He swears that his has saved him a ton, said something about making the electric clean or something like that.
I have no clue what he is referring to. But there is a device that can save you $$ on your electric bill. It is the wall receptacle that equipment is plugged into. Unplug it, and it doesn't use any energy.
This may involve some inconvenience on your part, so best to test it before you are expecting to rely on the unplugged device.

No, but my guess is it involves motor start up. There are a couple of EEs that post here. Hopefully they will see and respond.
Edit: did a little looking and found this. Is you brother referring to his house or a business?
