Nowhere on there does it say Obama or his administration proposed it.
It sounds as though someone in Japan thought that might be a good idea but Yabunaka didn't.
It also says, "the President enjoys an historic level of popularity among the Japanese people...."
I know its the japanese fault, they are the ones that stated he was going to say we are sorry. WRONG AGAIN Sounds like the white house is doing some back stepping and the japanese did not want him there for that reason, most likely why it say, him just being there sends the same message.
