This is why in many jurisdictions high speed chases are not typically permitted. A traffic violation (including a stolen car) is not equivalent to the death of anyone - especially a youngster.

A high-speed pursuit of a 14-year-old boy driving a stolen car ends in a crash killing a 17-year-old passenger.
Restricting high speed chases only encourages high speed runners, why stop when you know the cops are going to stop chasing you. A law that imposes very serve penalties, say minimum 25 years, on drivers should they decide to run would be a better option. These kids didn't have to steal the car and they didn't have to run.
In this case it’s one less contaminant to the gene pool, possibly two if they try the 14 yr old as a adult.
The wrongful death of a child with the ability to not do so is a massive travesty in a just society. Teens are not fully formed and should be given compassion and understanding.......this is a blot on our society.
Unless I am mistaken CA restricts high speed pursuit - and few real criminals get away I am informed. Unless I am also not informed also radar is not permitted on interstates in CA. AND the speed limit for 18 wheelers is 55 MPH. Many states have found this works much better than cowboy cops run amok.
The wrongful death is the result of criminal activity (car theft by teenage punks), not the result of law enforcement doing its job. Maybe one day you can be victimized by poor misunderstood teenagers.

I don't know about radar but they do use airplanes. I do believe I've seen many high speed chases on the So Cal Freeways. Yes they usually catch the guy because they have 2 CHP helis a LAPD Heli and 15 "News" helis following the perp. Wasn't there a gun store robbery there a while back that the chase took several hours to resolve.
Yes the speed limit for any vehicle towing a trailer including 18 wheelers is 55mph. Can you imagine driving from Denver to Kansas at 55. I am not that old
The state patrol has a total of 5 aircraft and a limited number of pilots, most municipalities have zero for aircraft and pilots. When criminals take stupid actions, they have consequences, sometimes even fatal.
