Actually, IMO, their job is to inspect job sites for safety infractions, not lecture.
With the Occupational Safety and Health Act of 1970, Congress created the Occupational Safety and Health Administration (OSHA) to assure safe and healthful working conditions for working men and women by setting and enforcing standards and by providing training, outreach, education and assistance.
Workers are entitled to working conditions that do not pose a risk of serious harm. To help assure a safe and healthful workplace, OSHA also provides workers with the right to:
Receive information and training about hazards, methods to prevent harm, and the OSHA standards that apply to their workplace. The training must be in a language that workers can understand;
Get copies of test results done to find hazards in the workplace;
Review records of work-related injuries and illnesses;
Get copies of their medical records;
Ask OSHA to inspect their workplace; and
Use their rights under the law free from retaliation and discrimination.
Aside from that, the notion that "The Obama Administration" doesn't want you to work outdoors is a little off the mark. It might not even be the first time that OSHA has given this type of notice.
Imagine what OSHA would to to the average family farm... Between the required personal protective equipment, safety issues, and chemical handling requirements every family farm in the country would go bankrupt! If you are counting on the Gubment to keep you from sticking your arm in the hay bailer, or stop you from touching an electric fence then common sense has ceased to exist.

Well, let's see... Barry said there would be lots of outdoor jobs, he called them "shovel ready" but later on laughed out loud at a press conference when those jobs didn't materialize. So now his administration is telling the public to be careful when working outside; what jobs are they working on? The people who actually have jobs working outdoors already know what it is like to outside all day everyday and very likely already know how to cope with the weather, hydration, and physical exertion. More wasted money by Barry's administration addressing a work force that doesn't need the information they are handing out.

yeah, we know....conservatives don't give a flip about the working conditions of the average construction/farm/field/highway worker outside just as long as they get their roads, food, and houses built at the cheapest possible cost with the least disruption to their vastly more important lives.
