Navy, are you sure it would be the Colorado Department of Agriculture? Or did I mis-understand the "AG" thing?

Not sure if they would do it, but it sounds almost like they took one bid, from a friend or family member, without doing it the way the book says it is suppose to be done. There is no way a project like this did not have mutiple bids placed.

Perhaps with your knowledge in this field, can you tell us what sort of building you would build if it were up to you? I agree they don't need a super-high-security thing, but it does need to be secure nonetheless.
Any building can be made secure. The first thing for Park County Comm Ctr, would be who is going into the building. I say that for a reason. The second thing is if there is going to be a Comm Ctr, are we moving existing equipment or are they purchasing new. Is existing equipment outdated or can it be updated at a lesser price. (Alot of equipment can be updated). Will antennas, both regular and microwave transmitters be moved or can they stay in same place. (Same place my opinion). So with that said, you can purchase various modulars for various situations. Here are some buildings without electric done and raised floor for cooling but like I said I honestly believe this could be done for under a mil

County applies for $609,000 grant for communications building

Park County's Board of County Commissioners has submitted a grant application for $609,000 to the Colorado Department of Local Affairs for the new communications center building in Fairplay.
The application for DOLA's energy and mineral impact funds was signed on July 29 at the commissioners' regular meeting in Fairplay.
If received, the grant will be awarded in November. Groundbreaking and excavation work on the new building is scheduled to begin in October.
Another source of funding for the new building, which has an estimated cost of $2.2 million, is a Southwest Region Homeland Security grant for $103,000 that has been received.
Another $700,000 will be derived from the telephone 911 surcharge due to an increase in that fee. The Colorado Public Utilities Commission approved the increase at Park County's request earlier this year.
Commissioner John Tighe said that about $90,000 a year will be received each year from the surcharge. In order to pay for the building now, the county will seek a $500,000, 10-year lease-purchase agreement and use the telephone surcharge to repay the loan.
The remaining $788,000 of the cost will be budgeted from the county's capital improvement fund. Tighe said the fund currently has a balance of $1.3 million.
Park County Finance Director Kathy Boyce said the project would qualify for federal stimulus funding, but the county may not want to apply.
She wasn't sure if staff had time to complete the amount of financial reporting and other documentation required by the American Recovery and Reinvestment Act.
Boyce said that the building itself will cost about $1.5 million to construct. It will be energy-efficient and "LEED-certified." LEED stands for "leadership in energy and environmental design," and LEED-certified buildings are supposed to use energy more efficiently than conventional buildings.
The budget shows that, in addition to the $1.5 million, another $155,000 will be used to move the telecommunications tower and install fencing, and $163,600 will be used to purchase and install an uninterrupted power supply and generator.
Moving the current communications and information technology equipment will cost $144,000. Another $223,000 will be used to buy new equipment, and $22,400 will be used for new appliances, furniture, and landscaping.
Those expenses bring the total to $2.208 million.
Tighe said that Commissioner Mark Dowaliby was instrumental in communicating with DOLA about funding for a new building. DOLA then contacted the county, saying it should apply for the EMI grant, according to Tighe.
Dowaliby said he was opposed to any work being started before the county was awarded the DOLA grant, but the intent of the whole board was to start before funding was approved.
"The grant is critical for two reasons," Dowaliby said. He said that without the grant, the building would not be affordable, nor would it be possible to afford LEED certification.
Tighe, who had wanted to start construction this past spring, said that the communications center receives 87,000 calls per year, with 25,000 of those being emergency 911 calls.
Back in my days as a Project Manager, where I designed and contracted for computer rooms, and the such, doing cat 5 data cable, getting certified for that along with emergency backup etc. Not knowing all the particulars (not sure commissioners know much more) going the route of a steel building rated for both wind and insulated for our winters with installation of same then adding in thier numbers and a few of my own to cover inside construction, I still come up with a million or more less than them, difference is the way I would look into doing it versus having one contractor bid on it.

so i am thinking out loud and don't have any answers.
what is the procedure that the county commissioners follow in deciding on something like a communication center? did they follow tht procedure and provide an opportunity for comment at their meetings but we weren't there to comment?

The same they are trying to get rid of the Park County Veteran Service officer, which Park County contributes only 200.00 dollars a month and the rest of the pay comes from the state. bet you didn't know about that either. The Commissioners have forgotten the basic rule of being in office. That they were elected by the people of park county, thus they work for the people of park, and lastly, don't piss off the hand that feeds you.
