Actually, it was rescinding Florida Man Trump's ban on purchasing Chinese equipment for use on our power grid.

The executive order bans the use of equipment for the power grid that was manufactured by a company under the control of a foreign adversary, or the buying of any equipment that poses a national security threat.

The first citation explains what the Biden E.O. rescinds "Biden’s new order says Trump’s order 13920 “is hereby suspended for 90 days” and “the Secretary of Energy and the Director of [Office of Management and Budget] shall jointly consider whether to recommend that a replacement order be issued.”


The latter citation is the actual E.O.
