If Mr. Bean believes the 14th Amendment was written strictly for the Civil War then it follows he must also believe the 2nd Amendment was written strictly for an armed militia immediately after the American Revolution and doesn't apply to today's world.
The 2nd Amendment is very clear and therefore not subject to interpretation (to use his words)
