Seems if it's unfinished, the county could also deem the place uninhabitable? Not to mention the company he'll have when the critters need warm winter dwellings. Funny! Keep us posted!
Depending on how it was built, removing the siding may expose the insulation and support structure to the elements, which could result in it becoming uninhabitable whether the county deems it so or not.
