Did I miss something? If they have been married for any length of time at all there isn't any sex going on to begin with. The only possible exception that comes to mind is hallway sex. For the uninformed, hallway sex is when a husband and wife meet each other in the hallway and suggest to each other that they "self-fornicate."
I can explain it to you but I can't understand it for you.

When there is a position of power involved, such as employer-direct report employee, or student-teacher, that's a line that shouldn't be crossed. If the relationship is that important, wait until graduation, or find another job. Just my opinion.
As stated in the article, this law would be all inclusive, and cover anyone and everyone of legal age. That's my problem with it. Do adults have to have a law to cover every voluntary action they can perform that may result in a problem or embarrassment? And there are work place romances all over the business world, what makes adult teacher/students any difference than adult boss/co-worker, adult preacher/parishioner or adult research department head/female scientist? The left is always fighting for the rights of alternative lifestyle participants... but a normal adult heterosexual relationship suddenly needs to be on some do/don't list? Bullsh**e.
I would think this would bother you? It's sponsored by two Republicans.
I could care less who sponsored it - a stupid is a stupid law regardless of whether it came from a Republican or a Democrat, I'm an equal-opportunity idiocy hater.
That being said, I am undecided because while I think the government should stay out of people's private lives, I also believe that there needs to be laws concerning sexual harassment and the reason I put student-teacher and boss-employee relationships in that category (you mentioned work-place relationships and let me make clear that I am not against people dating in the work place as long as they are not direct reports - it's about the responsibility aspect - if you are the boss/teacher you have a responsibility to protect the company/institution you work for, and to foster the growth of your underling/student, ahead of your own wants/desires. Like I said earlier, if the relationship is that important, wait until graduation or find a new job - either only require patience) is because of the potential for something to go wrong there, from either viewpoint, that puts individuals and businesses at risk of harm/exploitation/lawsuits (both real and fake). It doesn't matter if they are both adults, it is a situation that has too much potential for abuse of power. Should that require a law? No, people should be smarter and have better morals than that, and companies often have policies against this kind of thing in order to protect their business anyway (lawsuits are never good press and cost money to resolve/make go away). And when I say direct-reports and student-teacher, I am not singling out heterosexual relationships either; all types of relationships are subject to these rules in my view so it's not like they get any special exceptions (us lefties are for equal rights, the good and the bad that come with that!).
