If CU were to "buy" the campus from the State and reopen as a private university then yes, they would be allowed to prohibit arms on campus. Of course at that point all of the regents, faculty and staff cease to be public employees who are entitled to be members of PERA as well, so I don't anticipate that it will happen.

Another school shooting, this time in Florida. A fired teacher brought an AK-47 into the school, shot and killed the head master, and then himself: http://usnews.msnbc.msn.com/_news/2012/03/06/10593746-two-dead-in-shooting-at-florida-high-school . This was a private, Episcopal school.
