Is it financialy/politically viable to refine all that is collected thru the skimming/beach cleaning operations?

That is the more reasonable question. The recovery and clean up costs should be discounted by the profits of refinement. HMMMM who gets the royalties? I would like a 1/4 of 1%

I believe that the 'profits' from everything collected are going into a special reclamation fund.

Subsea operational update:
Installing the sealing cap is proceeding as planned
Flange was removed early in the morning on 11 July;
Flange transition spool has been landed and bolts are being tightened.
For the first 12 hours on July 11 (midnight to noon), approximately 4,035 barrels of oil and 9.8 million cubic feet of natural gas were flared on the Q4000.
