A kid isn't capable of making an informed decision about something like this, not even legally. It's up to the parents, and sorry, parents are NOT free to put their kids into dangerous situations without consequences.
I hunt on a farm in MT where the one guy has 1 arm and lost it when he was young, he can outwork most anyone with 2 arms.
All his kids grew up on the farm and he said when teaching them to use machinery he would always state, "See this if you don't listen and pay attention you could be like me."
Hey accidents are going to happen what about the kids that get run over in the mall parking lot? I think we need a reg, people cannot take kids to the mall.
While we're at it, let's get the feds to require a certification class, say 8 hours by some licensed professional before one can take a bath. After all, a large number of personal injuries happen in the bathtub/shower. Children and adults obviously aren't sufficiently trained to perform this task safely without government regulation.

I'd say that in most cases, the parents. But judging from some of the responses on this thread, there are some who clearly wouldn't have enough judgement. Anyone who thinks 8 year olds (no matter how "mature) should be driving farm tractors has a serious lack of judgement. And just making the excuse that it's always been that way doesn't negate or excuse that lack of judgement.
Those of you who whine and cry about regulations ought to stop and realize they are often put in place because too many people fail to or don't have the sense to regulate themselves. You may have the right to do any damn fool dangerous thing you want, but you don't have the right to put kids in harm's way. I'd feel exactly the same way about a parent that let their kid die of a treatable disease because they felt it was their "right" not to seek treatment.

And then goes and watches them at the Denver Colliseum perform this feat OMG. I think the government should step in.

There are just far too many idiots out there for the government to try to stop from killing their own kids.
Maybe it's best to just let evolution take its course.
