Hurricane Irene weakened to a tropical storm as it moved from New York up to New England, but severe flooding is still feared across much of the East Coast over the next few days.

More than 4.5 million homes and businesses lost power, and at least 19 deaths were blamed on the storm.

And without shelters, where would many, perhaps most of those who evacuated have gone? Without communications and coordination, how would anyone have known what was expected, or occuring?

Remember, Emergency Management is not limited to FEMA, or other Federal, State or local government agencies. Many Non-Government Organizations (NGOs) are involved in Emergency Management, including but not limited to Red Cross, Salvation Army, local volunteer fire departments (VFDs), Citizen Emergency Response Teams (CERTs), Amateur Radio Emergency Service (ARES), etc.

Had photos sent from family that live in up-state NY and they lost a ton of very large trees.

From what they said 6 - 8 inches of rain and a ton of power outages.

Given the trees they lost the power outages are expected.

The nephews girlfriend has several feet of water in the basement with a sump pump working all the time. They moved all items up to the second floor yesterday.

I guess if you are related to the 19 who died, or the first floor of your house is under water, or your business will be closed for weeks while you arrange for repairs....its probably a disaster. Easy to sit here in Colorado and call it no big deal.
