By offering them free food that is easier to get than actually working for it, you discourage them from working for it.
Maybe you have never seen it, but I have. Able bodied people reduced to minimalist exsistences going out only for food at the beginning of the month and spending the rest of their days watching TV. And liberals are deluded enough to call this compassion.

Notice that Republicans when Newt was in office didn't end welfare, they just limited it to 3 years. Enough to help people who needed temporary help, but not enough for them to become dependant.
