It actually does matter, and I would actually prefer the Troopers do the job. Troopers make use of the discretion afforded them by their civilian authority in deciding when, and whom, to cite for infractions of the law. They will take into consideration such facts in evidence as your previous history of driving, the length of time that you have driven without being ticketed, the conditions at the time of the infraction and the volume of traffic at the time along with other variables in deciding whether or not to write a citation. The town of Morrison, on the other hand, has revenue it wishes to raise and it uses its police force to raise it.
So yes Fish - it really does make a difference who is enforcing the speed limits and there is a difference in reason and result between the State Patrol and the town of Morrison. The State of Colorado is first and foremost interested in safety and that is evidenced in the manner in which their Troopers enforce the laws. The town of Morrison is first and foremost interested in revenue and that is equally evidenced in the manner that their police force enforces the laws.

600 of the 647 tickets issued were to people going 15 mph or more over the speed limit. Some were as much 25 over. State troopers do not overlook anybody going over 15. I don't know where you get the idea that they are lenient that way. Maybe in the 7-10 mph over but hardly ever at 15+. Try it yourself sometime. Go ahead and set your cruise control at 70 on 285 sometimes past a Trooper and let us all know how it goes for you. I know a number of Jeffco sheriff, they ping you at 12 most of the time.
