I have heard of two routes being looked at, one to go to the Great Lakes, and another through the Canadian Rockies to Vancouver. The Great Lakes would only be a seasonal route and ends up far away from China's energy consumers. If US politicians permitted US oil to be exported, Alaska could be providing petrol to Asia instead of the prairie provinces.

I've hesitated to share this because the issue the OP put forward was in regard to gas prices in Colorado. I believe, however, the issue of building the Pipeline goes far, far beyond this limited view.
While mining companies are supposedly "required to reclaim" lands affected by their activities, the damages they do sometimes cannot be restored to previous levels. Witness the clear cutting of the Boreal forests in preparation for the strip mining, itself.
These photos tell the story, and clearly illustrate why alternative forms of energy need to be explored more in depth, in my opinion.
