Is this not what you wrote? I pointed out that most Presidents do not give SOTU addresses in the first year and gave examples of the past three who did not give SOTU addresses in their first year in office. What is your point?

They are not usually called SOTU's with new presidents, but they usually do speak before Congress to lay out their agenda for the next year and the rest of their first term. Back on topic, President Biden announced today that he expects enough vaccines for every American by the end of May. Not totally his accomplishment, but it did happen on his watch. I do wonder what the vaccination rate will be, 75%? More? Less?
