While browsing the other larger forum. I came accross a great
article that was supported by legal/court documents and
case numbers. This moderator as usual when someone talks about the Park county BOCC etc----dumps on the subject with -makes
no sense and other low IQ comments. Tired of seeing people
muted over politics I asked the moderator and sidecar to go
to the court and pull the case numbers instead of just discharging
a topic. Oops-was I edited-you bet. The topic is basically dead,
it showed a matter of concern(1st amend).

So in the best interest of free speach/1st amend lets talk about
the Park county BOCC latest money needs. rofllol ...........

Page???--Try back. Referendum 5A. When I first read it I said YES--but I will vote NO! Wrong timing, wrong people with our trust $.
Good idea to bring back for discussion years from now.

Some years ago the smart people(early 2000's)of Park county
asked and voted in a Special water fight tax to protect our water
from the big water players/cities/mining U2+oil+gas water takers.
AS per this summer of 2010 our trustees from our Water Dist told us OUR Trust balance about $1.7mil. The trustees(approved/appointed
by BOCC to watch out for us taxpayers )said-$1.7 mil too much,want
to spend $700,000 on things like a new HUGE sports stadium in
the middle of a mountain residential neighborhood. Homeowners
say no. State water board-says No.
They(BOCC)?want to encumber our Trust$ to add to their failed?
spending projects? The Trust was started to protect us. They
have not spent one dime to help our Hartsel neighbors fight against
water pollution from oil/gas/U@ uranium. You think if you live in
Bailey, Fairplay its not your concern. Free Fed/state maps of
uranium locations-yep above areas have it. And the way and with speed the BOCC grants permit to test drill near homeowners wells!!!!

They want to finance and spend our tax and trust to buy what
land- I in my real estate experience have found these purchases
are forgotton for years and end up being gifts to some politician(s)
(prime land)maybe 20 ac or 700ac),NO thank-you.

Hi. My name is Jim Culichia. I am the water attorney for the Center of Colorado Water Conservancy District. I saw in the posting a question about Referendum 5A which is a request by the Center of Colorado to borrow money to acquire water rights and build storage structures without raising taxes. Center of Colorado is not affiliated with Park County. It is a separate organization with a separate board of directors. It is not part of the Park County Water Trust Fund that is funded by the 1% sales tax mentioned in the article. Center of Colorado is funded by a 1.0 mil property tax, not the sales tax.

Center of Colorado was instrumental in defeating the Park County Sportsmen's Ranch project and it is very involved in water issues throughout the County. For example, in November of this year, it will be going to trial to try to defeat a claim by a Denver developer to appropriate the water that comes out of the mine tunnel up near the top of Mount Sherman. It is requesting the right to borrow money to build storage structures to store water it owns but it wants to do so without raising taxes. Center of Colorado has been a very good steward of the resources the citizens of Park County have granted it in the past and it plans to do so in the future. Water projects are very expensive and in order to pay for these projects, they need the borrowing authority to finance the expenses over time. But approving the borrowing authority will not result in a tax increase.

I hope this has helped to clarify what Referendum 5A is about.
