Check Table 1 on page 3 of the government's report...
Children 0-17 years count for 251 thousand of that. Yeah, I'm sure they are totally independent policies and not part of their parent's policy.
Age 18-34 is another million. They don't sort it out, but obviously those over 18 count too.
It should be clear to anyone other than an idiot that children are counted as part of the 4 million.
