Part of the issue was the timing for getting the permits approved. Conservative groups took longer to workthrough the system. The emails could have shed light on a systematic policy of slowing down or stopping conservative applications.
Discussions bewteen White House staff and IRS employees most certainly would need to be reviewed given the circumstances. The fact that they were 'lost' is suspicious to say the least.
It could very well be nothing, but now that the evidence is gone, we'll never know for sure.

Quit being so damn dismissive and try to comprehend -approval or denial is not the issue, it's the time it took to get approved or denied.

Actually the e-mails are great evidence and the willful destruction of evidence (recycling hard drives) when letters were already sent out wanting answers about partisan targeting are grounds for charges.
It this partisan targeting had happened under a Republican administration, the POTUS would have been impeached. True story, ask Nixon.
