That's a thing the admin has to do in the control panel. As I recall, I set it so a user couldn't delete their own account in order not lose members when we were first starting. An admin CAN go in and manually delete an account, however.

I have a webcam but no view of anything LOL We could do a pondcam or a poolcam.

A regular video camera actually works better than a webcam. That's what I always used.
