It means to stop having controlled burns, and then parameters for controlled burns would not exist. But as long as controlled burns exist, they will continue to turn a blind eye to the main problem (the existence of contolled burns) and continue to focus on parameters for having a controlled burn.

I'm with you Arlen get rid of them all together. If CSFS doesn't care to do due diligence and burns up a mountain, people and homes, they need to stop. Idiots.

Well it seems that some homeowners already have. It just adds more to their case.
