As a matter of fact that intention was presented to the delegates at the Philadelphia Convention and immediately dismissed by them in favor of a system of multiple levels of republican governments with each of them responsible for a limited portion of governing.
If our current situation tells you nothing else, it should tell you that we are too diverse in our culture, our topography, our religions and our opinions for a single government to govern in a manner which is in harmony with the consent of the governed. That is why we are supposed to have the system of coordinate republican governments that our framers created and asked the people to give their consent to.
That the logic and reasoning of this simple concept escapes so many is truly amazing to me.
