Yes, there is a race issue here, but not from your perspective, in my opinion. No, the demographic makeup of a community should help in determining the racial makeup of public service agencies, not in having one specific racial/ethnic group respond to all incidents occurring in areas similar.

In answer to "better?" No.
Laws are written to encompass all, regardless of race, otherwise to law itself is discriminatory. Those that enforce those laws must show knowledge and ability to do so. How then do we deal with mixed racial areas, only mixed officers?

It's an answer at least, that's a start.

The problem with the answer is that it perpetuates judging on skin color rather than establishing merit based employment as the basis upon which public sector employees are hired. The government is not allowed to discriminate based on race. That is the substance of the 14th Amendment and the civil rights laws. Hiring one person over another because of their skin color, even if done to "bring balance", violates the prohibition on discriminating, in other words differentiating, on the basis of race.

Government is required to be color blind in regards to all of their actions. They are not allowed to favor one race over another for any reason in their actions. The sooner we accept that fundamental truth, the better off we will all be.
